Arizona Community Foundation's Helping Hand for Deaf Seniors

PRESS RELEASE - Arizona Deaf Senior Citizens Coalition (ADSCC) in partnership with developer Cardinal Capital Management of Milwaukee, Wisconsin, announces the start of construction of the Apache ASL Trails apartments at 2430 E. Apache Blvd., in Tempe, Arizona.

The 75 unit apartment community provides housing designed for persons who are deaf, deaf-blind, or hard of hearing. Design features include flashing light signalers for phone and doorbell, videophone equipped lobby as well as videophone hookups in every apartment. Also, light fixtures and window design to minimize glare, high contrast interior finishes, and a loop amplification system for hearing aids. Management staff will use American Sign Language, and the ASL culture will be featured in programming and social events at the building

Although development of the affordable apartments was begun in 2006, the credit crisis of 18 months ago prevented the completion of the financing needed to get construction underway. With the recent arrival of Federal stimulus money, distributed by Arizona Department of Housing, funding for the $16,000,000 investment is nearly complete. The builder is A-P Residential Southwest, and design work is by architect Paul Mickelberg, at WSM Architects.

Construction is expected to begin by April 1, 2010, and apartment homes will be ready for occupancy approximately one year later, in spring of 2011. Deaf advocacy and services will be provided by Valley Center of the Deaf, who will have offices there.

Although many applications for the housing have already been received, there are still a few apartments left. Persons interested in applying for the housing will find a rental application at www.cardinalcapital.us. Applicants must qualify under Federal income guidelines. October 9, 2009 - TEMPE DEAF HOUSING DEVELOPMENT REGAINS MOMENTUM with announcement of the award of Federal Stimulus Money for housing development, known as TCAP.  The $1.8 million award helps to close a funding gap that occurred more than a year ago, with the failure of the credit markets, that caused early finanical partners to pull out of the $14,000,000 rental housing investment.

Cardinal Capital Management (CCM) is grateful to the Arizona Department of Houisng whose staff has worked hard to reassess the investment tax credits and bring other funding mechanisms to the table, so that this important hosuing opportunity (75 affordable apartment homes on Apache Boulevard in Tempe) can be created for deaf seniors in Maricopa County. JP Morgan Chase has joined the development to provide constuction financing and the Arizona State Comp Fund will provide a permanent first mortgage.  Red Stone Equity will provide the equity investment.  Because of the two year delay, the cost of the building has gone up to $16,000,000, but the current funding strategy will help to cover most of this cost.

Construction on the site at 2430 E. Apache Boulevard could begin as early as December 1, 2009.  The building could be ready for occupancy by December 15, 2010.

The Arizona Deaf Senior Citizens Coalition, Inc., in partnership with Cardinal Capital Management, began development work on deaf senior affordable housing approximately four years ago. With funds donated by Arizona Community Foundation, preliminary work began on the application for the Tax Credits as the likely financing mechanism.

This project will provide 75 units of low income housing for seniors, fifty five and older, who are deaf, deaf-blind, or hard of hearing. The 75 units will be one and two bedroom units (27 and 48 units, respectively) with the following targeted Area Median Incomes (AMI):

  • 12 units @ 40% AMI
  • 33 units @ 50% AMI
  • 30 units @ 60% AMI

This project is designed to be the first building of a campus for the deaf and hard of hearing, spanning the income spectrum from the low income tax credit units, to more expensive condominium or cooperative type of ownership. The campus approach allows us to incorporate project amenities which will be available to all the residents, such as a swimming pool. A later phase may also incorporate some retail space, to create a vibrant, multi-use, mixed income urban campus.

This project will set a precedent for barrier free socialization and living for the deaf by using American Sign Language as the primary form of communication, incorporating deaf technology into the design of the building such as visual signalers, audio loop systems and video cameras, and line of sight design elements in the interior of the building. In addition, we will bring in services for our residents provided by Valley Center of the Deaf (VCD), a division of Catholic Community Services of Southern Arizona, Inc. which has been providing supportive services with advocacy for people who are deaf and hard of hearing since 1978. VCD will have offices in the project to provide supports and services directly to the residents as well as to deaf community residents.

UNIT STANDARD FEATURES & PROJECT AMENITIES

Apartment amenities will include a range, refrigerator, dishwasher, garbage disposal, and central air conditioning as well as carpeting, window coverings, and a patio or balcony. The video intercom system will enable residents to see who is coming to visit while the security system and deadbolt locks will contribute to their safety. Onsite management will plan social in activities in the community room which includes a public kitchen as well as the outdoor barbecue ramada and the exercise room.
