About Cardinal Capital Management
Cardinal Capital Management, Inc. protects and preserves affordable housing for low- and moderate-income households. We achieve our vision by providing asset management services and forming partnerships with other organizations to develop affordable housing.

Development of Affordable & Special Needs Housing
Cardinal Capital Management, Inc. supports housing preservation and multi-family housing development. Our expertise is in providing asset management services to property owners. Cardinal provides quality asset management and is hired to acquire, administer, and/or dispose of real estate.

Rent Affordable Housing

Capital Needs Assessment
Mark Klann is certified by WHEDA, HUD and Rural Development to develop 20-year capital needs assessments (CNA) for use with tax credit applications. Mark will create a detailed plan of what improvements your property will need and when. Here's an overview of the information included in a typical CNA.

Astar Capital Management, Inc. ("ACM") was incorporated in April, 2002, and is a sister company to Cardinal Capital Management. ACM supports housing preservation and multi-family housing development. Our commitment is to enhance, preserve, and manage affordable housing for low- and moderate-income households. Our expertise is in providing asset management services to property owners. Astar provides quality asset management and has acquired and administers over 5,300 units in more than 110 projects in 47 counties of Wisconsin for a large non profit owner.
