Cardinal Capital Management, Inc. is committed to housing preservation and special-needs and multi-family housing development. Our activities can be described broadly within four categories, as follows:
Property Acquisition: Cardinal is actively interested in multifamily market rate and affordable acquisitions in Wisconsin and its neighboring states.

Currently we control several multifamily Section 8 projects in Davenport and Bettendorf, Iowa, which we purchased and rehabilitated via the Section 42 tax credit program, and we have other properties under contract in Iowa.
Special Needs Housing: Cardinal developed Water Tower View, a housing project in Milwaukee, Wisconsin serving deaf senior citizens for SWDSC. Currently Cardinal is in the process of developing another deaf housing facility in Tempe, Arizona, tentatively named "Apache ASL Trails". We are also developing United House Apartments for United Christian Church in Milwaukee, a special needs housing project designed for persons with persistent mental illness. The housing will incorporate unit design and common spaces that will enhance the living environment for this special population.
Cardinal Capital Management, Inc. ("CCM") takes a comprehensive approach to providing services that are well suited to organizations which do not have in-house real estate management staff, like the organizations above. In effect, for purposes of acquiring or developing projects, Cardinal becomes the institution's real estate department - from the initial conception phase of a project right through its completion. Our services include any or all of the following: property acquisition, property development, loan origination - including tax credit and bond financing, property management, asset management, regulatory compliance, and establishment of an appropriate ownership structure and real estate team.
Property Management: Cardinal manages over 1,600 units of affordable housing throughout the state of Wisconsin.

Cardinal's services are not limited by geography, however, our primary service area at this time is Upper Midwest, particularly Wisconsin, Minnesota, Iowa, Illinois and Michigan. Cardinal's typical customer is, or could be any of the following:
For profit or non-profit organizations whose mission is to preserve and/or develop affordable housing for elderly households, families, or persons with disabilities. An example of a non-profit we serve is the Wisconsin Housing Preservation Corp, for which Cardinal/Astar has acquired and now manages over 5300 units of housing in 111 distinct projects.
Governmental agencies, such as a housing authority interested in preservation and/or development of low to moderate income and special needs housing within its municipality.
Institutions, colleges, hospitals, or faith based institutions that have either a need to house a special population of their own customers; or who see affordable housing as part of their individual mission. An example is the college that needs to build additional student housing, and at the same time, address the needs of its lowest income workers and any disabled individuals associated with the college. Cardinal would develop an individualized comprehensive program to meet such interwoven needs.
Institutional investors: Pension fund or other fund managers who wish to place funds in affordable housing investments. The fund may have a need to earn a good return and also place funds in investments that enhance the quality of community life through an affordable housing development.

Astar Capital Management, Inc. ("ACM") was incorporated in April, 2002, and is a sister company to Cardinal Capital Management. ACM supports housing preservation and multi-family housing development. Our commitment is to enhance, preserve, and manage affordable housing for low and moderate income households. Our expertise is in providing asset management services to property owners. Astar provides quality asset management and has acquired and administers over 5300 units in more than 110 projects in 47 counties of Wisconsin for a large non profit owner.
